Autonomy levels

The head of operations sets an autonomy level for each type of situation. Nothing runs on its own unless you have chosen that, and every action is recorded.

Level	What SteadyNines does
Propose	Suggests the action and evidence; your team acts
Ask	Prepares the action and waits for one-tap approval
Run and report	Acts at once, then reports what it did
